For years now, civic leaders downtown have told each other that the Metro Rail subway is essential for Los Angeles to become a "world city" and center of Asian commerce. Accordingly, a Metro Rail milestone was passed Friday with a major Japanese firm, Ohbayashi Corp., emerging as the leading candidate to dig the first subway tunnel through downtown next year. Sealed bids for the huge job were read publicly shortly after 2 p.m.

The high-powered construction firm that built the Promenade Towers in downtown Los Angeles and the Tom Bradley Terminal at Los Angeles International Airport and that helped restore the San Francisco cable car system was the low bidder Wednesday for the largest single portion of the Metro Rail subway project. Tutor-Saliba Properties of Sylmar, which linked up with S. J. Groves & Sons Co. of Minneapolis, came in with a bid of $61.5 million--nearly $15 million less than the $76.

A San Marino contractor is in custody, facing charges he sought to extort millions of dollars from a former business associate he believed cut him out of lucrative construction deals, including a section of the Red Line subway tunnel. Authorities allege that contractor John A. Artukovich threatened to kill his former business partner, Michael L. Shank, 63, unless Shank paid him $8 million.

Compared to the rest of the Los Angeles subway project, this underground job looked simple: Finish the carpentry, tiling and other details of the depot at historic Union Station. But simple it was not. By the time the station opened for passengers early this year, taxpayers had paid the contractor 81% more than the competitively bid price. Costs for the nearby Civic Center station and tunnels ran 45% over the original contract.
