A clean air advocate who won a major court victory directing the U.S. Environmental Protection Agency to reject the South Coast Air Basin's air-pollution control plan said Wednesday that he will file another suit seeking to impose a federal cleanup plan on the basin. Mark Abramowitz of the Santa Monica-based Coalition for Clean Air said that a mandatory federal program carried out by the EPA would reduce ozone and carbon monoxide concentrations to acceptable levels in about 10 years.

Environmental leaders on the toxics and Santa Monica Bay issues said Friday they would campaign to rouse political rebellion against air pollution in the Los Angeles Basin, including an initiative that would impose new regulations on motorists and business hours. Assemblyman Tom Hayden (D-Santa Monica) said his political organization of volunteers and celebrities would push an initiative for the 1990 ballot if local officials don't crack down on air pollution.

A Superior Court judge is expected to rule today on whether the city needs to do more environmental studies before it starts work on the Imperial Highway widening project. If Judge Robert E. Thomas rules against the city, the project could be delayed by at least a year, said Roy Stephenson, director of public works. "We would of course abide by whatever the judge rules," he said. "But I believe we'll get a favorable ruling and move ahead with our project."

A workshop on air pollution and the South Coast Air Quality Management District's latest plan for meeting clean air standards is scheduled for 8 p.m. Tuesday at University Community Park in Irvine. The workshop, sponsored by the Coalition for Clean Air, the American Lung Assn. and the Orange County League of Women Voters, will include question sessions with Barbara Sullivan of the Southern California Assn.

The county management plan proposed by the South Coast Air Quality Management District will be discussed by Barbara Sullivan, representing the Southern California Assn. of Governments; Pat Nemeth, representing the district, and Mark Abramowitz, representing the Coalition for Clean Air.
