A Mexican teen-ager removed from school and deported was reunited with his family in Omaha, Neb., after the Justice Department ruled he and two other young Mexicans may stay in the United States while they seek to gain legal residency with their parents. Ambrosio Lopez, 17, was pulled out of high school last month by Immigration and Naturalization Service agents. Gov.
