I heartily applaud Oakland Mayor Elihu Harris for his emergency plan that he feels will stop the violence in his city (March 25). It is about time that someone, preferably one of our elected officials, stands up and takes action against this epidemic of senseless violence that has our citizens living in fear. It is also past time that parents with children living in their homes are made to assume some of the responsibility for the criminal actions of their children.

Mary L. Springer, head librarian at San Fernando High School for about 50 years, has died at her San Fernando home. She was 87. Miss Springer died Dec. 28 of heart failure, said longtime friend Michael Sagor. Born July 7, 1903, in Decatur, Iowa, she came to California as a teen-ager and graduated from UC Berkeley in the early 1920s. Soon afterward, she started working as a librarian at San Fernando High School, where she enjoyed helping students with term papers.
