The reason: High office-vacancy rates mean rents are so low that you can cut a great deal with one of the county's many desperate landlords. And as the southern half of the county fills with new houses, many companies are following their employees into what had been, until recently, uncharted corporate territory.

Plaza de Monterey, a $9-million neighborhood shopping center developed by Carver Cos. of Palm Springs and San Gabriel, is now open at Country Club Drive and Monterey Avenue, Palm Desert. The 87,000-square-foot center contains a 47,000-square-foot Lucky market, a Mobile service station and 20 specialty stores. Leasing is handled by Carver Management Corp., Palm Springs. The center was designed by architects Bernard K. K.

Barranca Court, completed last September, is more than 62% leased. The two buildings, each three stories tall, contain a total of 102,000 square feet. According to Hawthorne Development Co., the project was responsible for almost one-third of the total office absorption in Irvine Center during the first quarter of 1990, with 30,000 square feet leased during that time. Southland home builders and architects were the big winners in the design competition at this year's Pacific Coast Builders Conference, the annual convention that brings together developers and related professionals from California and 13 other Western states. Builders and designers based in Southern California picked up more than half the top prizes in the contest, including all three of the prestigious "home of the year" awards and both of the top honors for building affordable housing.
