A city committee is looking at ways to persuade restaurant diners to pick up the check for a campaign promoting local eateries, which generate about 8.3% of the city's general fund revenue each year. But even if the plan is implemented, the quarter-percent tax hike on each tab probably would not be enough to force reconsideration of whether to order dessert. The proposal would tack the fee onto the bill's sales tax, which is 7 3/4%, making it an even 8%, Assistant City Manager Ken Delino said.

A plan by restaurateurs to tax themselves and use the proceeds to promote Newport Beach as a dining spot appears to have the support it needs to proceed. "It looks like smooth sailing from here," said Dan Marcheano, owner of the Arches restaurant and president of the newly formed Newport Beach Restaurant Assn. The City Council will hear public comments Monday on the proposal.

The city is taking to the waves in its search for increased revenue, with final City Council approval pending on a charter boat tax. The tax measure won preliminary approval Monday on a 4-3 vote. It provides that charters operating from Newport Harbor collect an extra 50 cents per passenger on fares from $26 to $50, and an extra $1 on fares of $51 or more. Sportfishing and whale-watching charters would be exempted.

Anti-tax forces are beginning to mobilize as the city prepares for a November advisory vote on one of the most expensive public land acquisitions ever in Orange County. Since announcing the $58-million proposal two months ago, the 2,000-member Newport Conservancy has dominated the public debate. The 3-year-old environmental group negotiated the deal with the Irvine Co., persuaded the city to schedule the advisory vote and has begun a public campaign for support.

City officials may help residents create an assessment district to assist in repairs to property that has been eaten away by a recent series of landslides along the bluffs surrounding Upper Newport Bay. Unusually heavy rainstorms in January and February triggered a dozen or more landslides on the bluffs that separate the Dover Shores Community homes from the bay. Geologists have told residents that it is just a matter of time before there are more slides.

Local conservationists must make an initial payment of nearly $25 million by February if they are to buy two large bluff-top parcels at Upper Newport Bay from the Irvine Co., according to an agreement signed Friday. The Irvine Co. has given a local conservation group an exclusive option to buy two bay-front properties for $55.8 million. Under the agreement, at least one of the two must be purchased by Feb. 1 or the Irvine Co. will proceed with its plan to build housing on both parcels of land.

A controversial head tax on Newport Harbor charter cruises squeaked past the City Council on Monday night, over the objections of several charter boat owners who said they are struggling to keep their industry afloat. The 80 Newport Beach charter companies subject to the new tax will have to pay 50 cents per passenger on tickets priced $26 to $50 and $1 each for tickets of $50 or more. Charters based elsewhere will have to pay $50 for up to 50 passengers and $100 for 50 or more.

The City Council today is expected to raise the interest rate for late payments of the transient occupancy tax by the owners of hotels and vacation rentals. Glen Everroad, Newport Beach revenue manager, has recommended that the late fee be boosted from 0.5% per month to 1.5% per month. The move, he said, will bring the city's late fee rates into line with contemporary interest rates. It will not bring in any substantial revenue, he said.

If she had known then what she knows now, Newport Beach Councilwoman Jean H. Watt said she never would have pushed to place Measure A on the ballot. But it is too late to dwell on the defeat, Watt said Wednesday--the day after voters rejected the controversial measure, which would have taxed property owners the $68 million needed to buy three bluff-top properties to keep them from development. Voters turned down Measure A by nearly a 2-to-1 margin.
