Voters on Tuesday soundly rejected a Santa Rosa developer's proposal for a 424-home development at the mouth of the Petaluma River. In a special election, the referendum on the Bahia subdivision, proposed by developer Art Condiotti who spent more than $600,000 to sway voters, failed by a wide margin: 31% in favor, 69% opposed.
