Negotiations continued without resolution Tuesday toward hiring former John Wayne Airport Director O.B. Schooley to take over planning for a commercial airport at the former El Toro Marine base. Supervisors have until July 14 to negotiate a contract and nail down a job description for Schooley, who last week was chosen as interim executive director of the El Toro Redevelopment Authority. The post will report directly to supervisors, who will conduct a national search for a permanent director.

Commercial airlines operating out of John Wayne Airport may soon be paying lower terminal rents. In a request submitted to the Orange County Board of Supervisors, airport Director O.B. Schooley has asked that rental rates for some portions of the terminal be reduced as much as 13.2% to reflect greater operating efficiencies at the airport, as well as savings from the early retirement of $3.8 million in debt. "We're passing cost savings along to the tenants," said John Wayne spokeswoman Pat Ware.

Newly appointed John Wayne Airport Director O. B. Schooley said the biggest challenge of his new job involves automobiles and where to park them. Officials at John Wayne Airport on Wednesday urged travelers to arrive early and be prepared to provide photo identification as part of increased security measures. With last week's conviction of 10 terrorists for plotting to blow up the United Nations and New York area commuter tunnels, among other activities, the Federal Aviation Administration on Sunday directed airports across the country to beef up security in case of terrorist retaliation.

Projecting future passenger volume at Southern California airports may seem like arcane business, but it turns out to be at the heart of a fierce political debate now raging over the future of the El Toro Marine Corps Air Station. Recently, the Southern California Assn. of Governments (SCAG) offered some comments on a county consultant's projections. While the document is laden with alphabet soup, its jargon and acronyms are interspersed with findings that are politically potent.

Orange County could be looking to fill two of its most important government jobs in coming weeks: a permanent manager to plan the future of the sprawling former El Toro Marine base and a new chief executive. County Executive Officer Jan Mittermeier warned supervisors two weeks ago that their intent to place El Toro planning under their direct control would violate her contract, forcing her to leave the job she's held since 1995.
