Central and Southern California community groups filed a complaint about toxic waste dumps with the Environmental Protection Agency 17 years ago and never received a response. Tired of waiting, they have filed a federal lawsuit. Kettleman City, Buttonwillow and rural areas of Imperial County are home to the only toxic waste dumps in the state. Grassroots community groups say that locating the dumps only in low-income and predominantly Latino areas violates Title VI of the 1964 Civil Rights Act, which prohibits any recipient of federal money from discriminating on the basis of race or national origin.

Question: My husband and I lost our jobs and have enough challenges staying current with our monthly mortgage payments, but we're three months behind in our homeowner association dues. We've already received one notice from the board stating we must stay current or be subject to fees and a lien being placed on our house. I want to know if there is anything we can do to ensure we're not unreasonably fined or penalized, or are subject to other things that the HOA board may impose against us, like a lien or foreclosure.

It was the sort of letter designed to get attention. "Final attempt to notify," it said on the outside. Within, an official-looking "product warranty expiration notice" said that my Toyota's service contract "is expiring or has expired. " It provided a number to call "to extend coverage. " This was troubling because when I purchased my "certified pre-owned" car from a dealer in 2011, I paid $1,700 for a seven-year, 100,000-mile extended warranty. Now it was expiring? The answer, of course, was no. And the racket I'm about to run down is yet another reminder that you need to examine closely anything that even remotely looks like a financial warning.

On a quiet street in a commercial section of Irvine, Aria Group builds an over-the-top array of vehicles: concept cars destined for auto shows, custom Porsche replicas, functional movie props. And now, maybe their wildest offering yet: the Warthog. The name will sound familiar to anyone who's played "Halo" on Microsoft's Xbox gaming console. The Warthog is a massive open-topped, all-terrain vehicle -- a mashup of dune buggy and monster truck -- that players navigate through a futuristic, first-person shooter landscape. Photos: a real-life "Halo" Warthog Built on the chassis of a Hummer H1, this real-life Warthog is almost 8 feet high, more than 8 feet wide and more than 17 feet long.

The California Air Resources Board on Thursday banned popular in-home ozone air purifiers, saying studies have found that they can worsen conditions such as asthma that marketers claim they help to prevent. The regulation, which the board said is the first of its kind in the nation, will require testing and certification of all types of air purifiers. Any that emit more than a tiny amount of ozone will have to be pulled from the California market.

Suddenly glasses seem to be all the rage. Scenesters are wearing oversized frames at the club, Tina Fey flaunts sexy librarian-style specs, and Justin Timberlake and Jay-Z have launched remarkable collections of Clark Kent-style eyewear. And, sure, you can go to LensCrafters to buy a serviceable pair in a cafeteria-type setting, or to Oliver Peoples for some high-class panache. But if funky boutique is more your style, a couple of independent spots in town are definitely not from the cookie-cutter.

That spare tire in your trunk may be going the way of the typewriter and transistor radio. Automakers are selling more cars without an extra wheel to trim weight, boost gas mileage and shave a few bucks off their costs. What happens if you get a flat? Some manufacturers equip cars with run-flat tires, while others are putting flat repair kits in the trunk. Both alternatives have drawbacks, and many motorists say the trend is unsettling. "I like the security of having a spare.
