Iraq made clear Wednesday that it had no plans to back down in the Persian Gulf crisis, announcing that it has annexed Kuwait even as Arab leaders prepared to gather today for an emergency summit. As the first U.S. troops began arriving in Saudi Arabia, Iraq said it had achieved "a comprehensive and eternal merger" with Kuwait by annexing the tiny, oil-rich emirate whose borders it has disputed for the past three decades.

Unocal Corp. said it is withdrawing from a pipeline project meant to bring natural gas to Turkey from Turkmenistan. The 15th-largest U.S. oil company, faced with a prolonged period of low oil prices, plans to cut capital spending next year by as much as $650 million. To do so, it's deferring spending on lower-return projects and suspending or withdrawing from projects with high political risk and long payback times.

Unocal Corp. has signed a letter of intent with an Istanbul company to create Turkey's first private natural gas distributor and marketer. The El Segundo-based oil company said the new company will buy, sell and transport natural gas to customers in Turkey. It will also evaluate whether to build a pipeline to accommodate the privatization of Turkey's energy industry. Unocal's partner is Koc Holdings A.S.
