Residents in the heavily traveled neighborhood near Handy Street and Collins Avenue will learn the city's plans for their streets today. More than a year after dozens of neighbors protested plans to put a traffic light at the intersection, public works officials have completed a study approved by the Handy Neighborhood Preservation Committee. The new plan calls for changing the lines on the streets, forgoing the traffic light and other measures.
