A commission has recommended drafting a county charter that would dramatically change the way Orange County is governed. The Orange County Board of Supervisors in March formed the 1995 Orange County Charter Commission and asked members to study the merits and disadvantages of becoming a "charter" county, one governed by voter-approved statutes. A five-page commission report comes before the board Tuesday.

The expected merger of the Orange County marshal's office into the Sheriff's Department is unlikely to have any immediate impact on county residents. But if it accomplishes the goal of saving money, it will be worth it. The marshal's office long has been dwarfed by the sheriff's operation. Currently Marshal John E. Fuller commands about 500 deputies; Sheriff Mike Carona commands more than 3,000.

An Orange County deputy marshal trying to serve an arrest warrant on an assault suspect shot the man at his front door Thursday following a scuffle, police said. Tyrone Mathews, 40, was shot in the stomach at 9:30 a.m. at his home in the 4800 block of East Maychelle Drive, Police Lt. Vince Howard said. Mathews, who was wanted on suspicion of assault with a deadly weapon, was in stable condition at Western Medical Center-Santa Ana.
