The state Supreme Court has refused to hear the appeal of a landowner who was denied approval by the city of Laguna Beach to build two dozen homes on a South Laguna hillside. The court's decision effectively ends a seven-year legal battle over the fate of an 11-acre parcel above the Three Arch Bay community, City Atty. Philip Kohn said. The city had held that the landowner, Orange County Real Property Investments Inc., never obtained municipal approval for an application for the project.
