Newly elected City Council members Richard Freschi and Bill MacAloney are expected to take their seats on the council tonight, after certification of the Nov. 7 vote by the Orange County registrar of voters. The council will meet at 7:30 p.m. at City Hall, 17855 Santiago Blvd.
