A tentative contract settlement was reached in the largest state employee strike in Oregon history. The agreement came nine days after the Oregon Public Employees Union called a strike in a dispute that focused mainly on wages. The tentative settlement provides a raise of 2% retroactive to July and a 4% raise in January, 1989. The union said fringe benefits were also enhanced. The agreement is subject to approval by the union's 13,000 members, which could take as long as two weeks. Since Sept.
