Roger Thompson was heading east on the Ventura Freeway when up ahead he saw a man climb to the top of a safety fence on the Lynn Road overpass near Thousand Oaks. It took Thompson a few seconds to figure out what the man was doing, and the feeling of dread hit him just as the man jumped to the pavement in front of his van. Thompson braked and swerved, just missing the man who had landed face-down on the freeway Wednesday afternoon.

The letters lay scattered across the Broad Avenue overpass amid abandoned orange prison shirts and Bibles. Inmates had carried the neat packets of envelopes out of the Orleans Parish Jail as they fled the floodwaters, but on the last leg of their evacuation -- a 40-foot scramble down a makeshift scaffolding to waiting buses -- they were told to leave everything behind.

The metalworkers beneath the overpass hammered tin and cut steel, smiling and making a big noise. Ladies hurried to market where sheep waited for slaughter. Boys, sensing something new in the air, ran through alleys, trailing flags. "I woke up with the idea that we can do something. Democracy. Freedom. Do something we haven't done for 30 years. We got the country back and it's time to reshape it," said welder Ragab Abdou, tools at his feet, a rim of grit beneath his eyes. "For too long, we got the least of what was available.

Lancaster officials held a groundbreaking ceremony Tuesday for a planned $13-million overpass on Avenue L at Sierra Highway that has entangled the city in a controversial legal dispute over the proper use of redevelopment funds. The structure will allow traffic on Avenue L to cross above the trains that now run on ground-level tracks along Sierra Highway.

As work continues on the Santa Ana Freeway, the State College Boulevard overpass will close to commuters beginning Monday morning. The closure will last about 30 days to allow for the removal of the overpass so State College can be reconstructed as an underpass. Motorists will be able to use the new Orangewood Avenue underpass as a detour. Northbound motorists on The City Drive should go left on Chapman Avenue, right on Lewis Street and right on Orangewood Avenue to State College.

Several dozen residents applauded Tuesday as the City Council voted to let the public decide on a proposal to widen two pedestrian overpasses to accommodate cars over Yale Avenue. Most of the council has opposed the proposal, but residents supporting the widening gathered more than 7,000 signatures in December, more than enough to force a citywide referendum. Council members Tuesday were urged by leaders of the Yale Action Committee to approve the overpass proposal without an election.

Two days after his killing, the final work of Cesar (Insta) Arce, graffiti tagger, could be seen in full glory at a Hollywood Freeway overpass here in the northern outskirts of the San Fernando Valley. With a borrowed can of black spray paint, Arce had scrawled in big, boxy letters "CFK" and "Insta." What did these writings mean? "CFK," a cousin of the fallen 18-year-old would explain through her tears, "stands for 'crew forever known,' or 'crew for kings,' whatever." And what about "Insta?"
