Debbi Koyama of Westlake Village shot a final-round 69 to win the Pacific Players West golf tournament by five strokes Thursday at the Pacific Golf Club. Koyama, a UCLA graduate, finished the 54-hole tournament at one-over 217 to win her first professional title. Kim Cathrein of Salinas and Lisa Grimes of Gold Canyon, Ariz., shot final rounds of 72 to finish at 222. Second-round leader Jacque Vigil of San Diego, who had a four-stroke lead heading into the final round, shot an 81.

Greg Snider finished at three-under par for 27 holes in the Big West Conference men's golf championship, helping UC Santa Barbara take a 16-stroke lead in the 54-hole event that began Monday at Pacific Golf & Country Club in San Clemente. Snider, who shot 105, leads teammate Brian Helton and North Texas' Seth Thornton by one stroke. Idaho and North Texas are tied for second behind UC Santa Barbara. UC Irvine is seventh, 27 shots back. Irvine's Mike Lawrence is tied for ninth at three-over 111.

Greg Johnson was the medalist, shooting a one-under-par 35, to lead San Clemente over Vista, 197-248, in a nonleague golf match Thursday at the Pacific Golf Club in San Clemente. Tom Larsen finished second for San Clemente (1-1) with 37. In other nonleague golf: Mater Dei 199, Villa Park 220--Scott Jordan shot a one-under-par 35 to lead Mater Dei (1-1). Monarch Bret Parker had the second-best score, shooting four over par.

The City Council recently voted to adopt five water conservation programs as required under a statewide plan. Water-saving plans include: * Retrofitting homes built before 1980 with water-saving plumbing devices, a project that is under way and will continue through 1994. * Revising city landscaping requirements to include more use of drought-tolerant plants. * Expanding a program to reuse treated sewage water, known as reclaimed water.

Tee times are still available for a golf tournament that will benefit South County's only walk-in center for abused women. The first annual Laura's House Golf Tournament will take place on Monday at the Pacific Golf Club, 200 Avenida la Pata, in San Clemente. Money raised will go toward purchasing a shelter for women who are victims of domestic violence. The shelter will house abused women and offer educational programs on domestic violence.

A pipeline project that would save 650,000 gallons of water per day by supplying recycled water for construction work and a golf course was approved by the City Council. Moving to avoid a summer water shortage, the council voted 4 to 1 to accelerate completion of the pipeline by almost 18 months. Scheduled for operation by June, the pipeline will send non-potable water to irrigate the Pacific Golf Club, a private golf course in San Clemente. The reclaimed water will also help the Arvida Co.

Key newcomers: Jeff Howard, Jr. Outlook: San Clemente aims to improve on its poor finish in the regional tournament last year and seems to have the depth to make a run.
