At a City Council meeting Tuesday, a group of residents expressed their support for Councilwoman Maria Moreno, who successfully sued the city to have her name placed on the ballot after she missed the filing deadline. Moreno has still had to contend with her opponents for the council seat. They feel the judge erred in ruling that the city clerk's office was to blame, giving Moreno an incorrect filing date.

Placentia Councilwoman Maria Moreno will have her name on the November ballot despite missing the city's filing deadline, an Orange County Superior Court judge ruled Wednesday. Superior Court Judge Linda Sheldon rejected a lawsuit filed by four other candidates for the City Council, upholding a lower court ruling that Moreno should be allowed on the Nov. 7 ballot even though she turned her reelection papers into the city clerk three days late.

Concerns about crime and a push to repeal or reduce the 4% utility tax passed in 1970 have dominated the discourse on the campaign trail here. A Superior Court judge Tuesday ordered the city of Placentia to let a councilwoman run for reelection even though she failed to meet the Friday deadline for incumbent candidates. Councilwoman Maria Moreno was told by a deputy city clerk only an hour before the Friday deadline that she had until today to file. A utility tax passed 22 years ago may prove to be the hottest campaign topic in an election featuring 12 candidates for City Council and few big issues. The 3% utility tax levied on telephone, electric, gas and cable bills was passed in 1970 to pay for capital improvements and to finance bonds sold to pay for a new City Hall, library and police station.

The city's voters will decide next month whether to tax themselves to pay for library services. Measure W, placed on the Nov. 5 ballot by the Placentia Library District Board of Trustees, would cost single-family homeowners $29 a year and residents of multifamily homes and apartments $24 a year. The parcel tax would be $70 a year for businesses of more than 10,000 square feet and $100 a year for businesses of less than 10,000 square feet.

Vega, at one time a leader of the Brea Small Business Coalition, raised $7,595 in contributions, almost $3,000 more than his nearest rival in the Nov. 3 election.
