Calling the city's recycling plan a "trash monopoly" for the Placentia Disposal Co., several residents at the City Council meeting this week demanded that the city reconsider plans to sell $2.6 million in bonds to finance the program. "There are too many unanswered questions about this plan," said Betty Mead, a Placentia resident for more than 20 years. "Everything is a plus for the provider, but there is no plus for the customer beyond recycling, and many of us already do that."

A recent report says the city of Placentia has been bleeding potential retail revenue and lost more than one-third of its businesses in the first half of the 1990s. A city-commissioned study focusing on the southwest part of the city shows that 690 firms left the area from 1991 to 1996--more than one-third of the city's companies. The city also has a slightly higher unemployment rate than its neighbors in north Orange County, the resulting report says.

The city has approved a curbside recycling program that will start this summer. Monthly garbage collection rates will increase from $7.53 to $9.99 to finance the $2.6-million program. The new rates will take effect July 1, with the recycling program scheduled to begin shortly after that. Placentia residents will receive two 110-gallon trash containers, one for recyclable materials and the other for non-recyclables. Recyclables will be deposited in the green container and picked up twice a month.

The city will receive $4.6 million Monday as part of a tax revenue anticipation note that was issued last month to cover operational expenses until property tax revenue comes in. During the first four months of the fiscal year, the city will need additional money to pay for payroll, supplies and other materials. The note, a one-year short-term loan, will cost the city 2.4% annual interest, after discounting a premium Oppenheimer Funds paid to handle the issue.

City officials, in cooperation with the Orange County Transportation Authority, are ready to start lowering railroad tracks along Orangethorpe Avenue--as soon as they get funding for the $250-million project. The tracks would be lowered 25 to 30 feet into the ground, eliminating traffic congestion at 10 crossings along a five-mile stretch of Orangethorpe.

Representatives of the Boys and Girls Club asked the City Council this week for $25,000 to pay insurance bills due this month. Club Executive Director Ruben Alvarez Jr. told officials that several insurance premiums are due and that the club does not have the money to pay them. "We've been able to bring in enough money to keep the doors open and keep minimum staff, but in order to grow and outreach to more kids, we need additional funds," Alvarez said.

The city is seeking a state grant to place a special material made of recycled tires at five park playgrounds to make them safer and more accessible to disabled children. The City Council approved a grant application to the California Integrated Waste Management Board for $25,000. The city will contribute $33,400 toward the project to buy the pour-in-place covering material. Parks targeted for the program are Jaycee Parkette, Koch Park, Parque de Los Ninos, Tri City Park and Tuffree Hill Park.

The city has agreed to participate in a countywide emergency communications system that officials said would greatly improve the cooperation among municipalities in disasters. Placentia will pay $1.1 million to place its police and public works departments on the 800-megahertz radio system, which has a total cost countywide of $82 million. The City Council has not yet determined how it will finance the city's share of the cost.
