Nearly complete returns from the Oregon primaries showed Wednesday that Massachusetts Gov. Michael S. Dukakis carried 56% of the Democratic vote to 38% for the Rev. Jesse Jackson, while Vice President George Bush won 73% of the Republican ballots. With 99% of the votes reported from the Tuesday election, these were the unofficial Democratic returns: Dukakis 207,512, Jackson 142,382, Missouri Rep. Richard A. Gephardt 6,675 (2%), Tennessee Sen.
