REAL ESTATE

Pacific PALISADES Realtor Anthony Marguleas has found that when the rich or the reticent deal in real estate, they sometimes want the details kept mum. Especially what they paid for a property. To that end, the Combined Los Angeles/Westside (CLAW) Multiple Listing Service, which covers a large swath of Los Angeles County including the upscale Brentwood, Beverly Hills and Pacific Palisades areas, charges a $250 "confidentiality fee" to keep a sale price off the MLS.

There are four bedrooms, 2 1/2 bathrooms and 3,797 square feet of living space in two stories.

A former city building department inspector pleaded not guilty to lying about examining a huge construction crane that collapsed days later, killing seven people. Edward J. Marquette was arraigned in Manhattan, charged with tampering with public records, official misconduct and other counts. He had been scheduled to inspect the crane, being used to hoist materials at a building site, on March 4. It collapsed 11 days later, but officials said it was unlikely the inspection would have prevented that.

Council members Tuesday night adopted a computer policy to protect against abuse involving the city's recently purchased computers. The policy, which will become a part of the city's personnel rules, prohibits staff from using e-mail, Internet or chat room services for pornography or with pirated software. Additionally, staff is cautioned to use good judgment and professional courtesy when using the system because a record of each communication may become a part of the public records.

No. Petition signature records are not considered public records under state law. The records can be examined by county officials who receive the petitions and who check the signatures against voter registration records. Under specific circumstances, the records can be reviewed by organizers of the recall drive and, through court order, by the state attorney general and secretary of state.

Public access to public records should be a given in a society that prides itself on being open and free. Unfortunately, two 1993 state court decisions allow law enforcement agencies to set strict limits on the release of even the most basic crime-related information. In response, a state Senate bill has been proposed to restore appropriate access. Before the 1993 rulings, California law already granted police agencies broad power to withhold information from the public.

Pick one: public or private? A fundraising organization can't occupy space at a public university, share its employees and equipment and, in at least one instance, be led by the university president, then claim that it's a private entity whose doings are exempt from public disclosure laws. There have been many reasons over the last several years to question the nonprofit foundations and auxiliaries that drum up money and support for California's public colleges and universities.

Sitcom star Joely Fisher has sold her Encino compound for $2.4 million. The four-bedroom, seven-bathroom contemporary had been on and off the market since mid-2007, perhaps prompting the actress to wonder whether she would own it " 'Til Death," to borrow the name of the Fox comedy on which she plays opposite Brad Garrett. Constructed in 1955, then rebuilt in 2005 to incorporate Asian and Craftsman details, the home has 4,511 square feet of living space and city and mountain views, a detached home theater and a lagoon pool with a pool house.
