New Company: The O'Donnell Partnerships, Irvine developers, have started a new company called Quadrant Property Services Inc. to manage real estate for financial institutions and other major property owners in California. The new office will be located in Irvine and operate branches in Santa Rosa, Hayward, San Jose, Santa Fe Springs and Ontario. John Combs, formerly executive director of asset management for O'Donnell, becomes president and chief operating officer.
