The Big 12 Conference has agreed to a four-year contract renewal with the Holiday Bowl, completing a three-way tie-in with the Pacific 10 Conference and the Western Athletic Conference. The Pac-10 runner-up will face a Big 12 team in the Dec. 30 game in San Diego's Qualcomm Stadium unless the WAC champion is ranked higher in the final 1998 Bowl Championship Series poll. A similar arrangement is expected through 2001.

Council members routinely violate city policy by letting their friends and relatives use the free tickets and parking spaces provided to them for Chargers games at Qualcomm Stadium, the grand jury reported Thursday. In its civil oversight function, the jury said council members are violating a city policy that restricts use of tickets for the city's skybox to officeholders or people who can benefit the city.

A group of businesspeople is forming to look for ways to keep the San Diego Chargers from being lured to Los Angeles by the prospect of a new stadium. Ron Fowler, chairman of Mesa Distributing and head of the San Diego Host Committee for next year's Super Bowl, said one possibility for keeping the Chargers would be a public-private partnership to improve Qualcomm Stadium or build a new one as part of a larger redevelopment plan.

Padre right fielder Tony Gwynn praised the efforts of the Qualcomm Stadium grounds crew, but the playing surface for Game 3 was still a bit choppy after the San Diego Chargers beat the Philadelphia Eagles, 13-10, here Sunday. "You're going to get a bad hop or two in the outfield, but both sides of the end zones are real smooth," Gwynn said with a chuckle, alluding to the anemic Charger offense. "The [Dan] Fouts years, the end zones were worn out, but not anymore."

As if San Diego's Al Martin didn't have enough problems, what with the alleged two wives and charges of bigamy and all. Now he's getting it in his own ballpark. When he came to bat in the first inning of a recent game at Qualcomm Stadium, a Lenny Kravitz hit was played over the public-address system. The lyrics: "American woman, get away from me, "American woman, momma let me be." Nice.

Fewer arrests of rowdy fans were made at Sunday night's Chargers-Raiders game than at any such game on record, officials said Monday. Fifty-two people were arrested, 46 on suspicion of being drunk. An average of 30 arrests are made at Qualcomm Stadium during San Diego Chargers football games, but when the Oakland Raiders visit, the average climbs to 120 to 130, officials said. Increased police presence and chilly weather were cited by officials as helping to diminish trouble.
