The Los Angeles County Board of Supervisors on Monday filed an appeal with the U.S. 9th Circuit Court of Appeals, hoping to overturn the landmark voting rights case that found the county had intentionally discriminated against Latino voters. The appeal was filed just hours after federal Judge David V. Kenyon refused to stay his decision, ordering new district boundaries that would create a Latino majority district.
