The UKFrance Sampler is a new rail-drive package from Rail Europe. The package combines three consecutive days of Avis car rental in the United Kingdom, three days of unlimited rail travel in France within a one-month period, and a one-way ticket on Eurostar through the Channel Tunnel between London and Paris, with the option of starting in either country.

New York-based Rail Europe is offering a 20% discount on its first-class rail pass that allows travel to France on the country's national rail network. The sale is good for multiday or one-day tickets but must be purchased by the end of April. The deal: Discount prices on first-class rail passes start at $226 for a three-day adult ticket and $122 for a day pass. Passes for children also are on sale starting at $113 for the three-day pass and $61 for a day pass. The sale price is good for multiday passes that allow three to nine days of travel in France within a one-month period.

Starting Jan. 1 Rail Europe will offer a new type of rail pass, called Eurail Selectpass. It will cover first-class travel among any three adjacent countries, chosen from the 17 European countries covered by regular Eurailpasses. Selectpasses, good for travel for any five, six, eight or 10 days within a two-month period, will start at $328 for five days. If you're going to Switzerland and traveling by train this spring, best to bring a friend with you. The Swiss Travel System is offering a 2-for-1 price on four-day passes that provide unlimited travel on trains, boat and postal buses. The deal: With this offer, the four-day Swiss Saver Pass (four consecutive days of travel) costs $254 for two in second class and $404 for two in first class. The four-day Swiss Saver Flexi Pass (any four days of travel in a month) start at $294 for two in second class and $470 for two in first class.

Rail Europe now offers discounted round-trip fares on its Channel Tunnel Eurostar train from London; previously only one-way fares were sold. Round trips to either Paris or Brussels start at $158, compared with a one-way fare of $119. Also, new high-speed Thalys trains that cut travel time between Geneva and Brussels to five hours, 15 minutes will begin daily service May 28. The trip currently takes seven to 10 hours, depending on the route. Round-trip fares begin at $220.

Prices for Eurail and Europass rail passes in Europe are going up an average of 3% in 1999, but there will be a new discount option for small groups and families: the Europass Saverpass. It allows two to five people traveling together to each get a 15% discount; the current companion discount is 20% but covers only two people. Also in 1999, rail passes will be valid for only three months after the purchase date, instead of six months.

Europasses and Eurailpasses, offered by Rail Europe, undergo several changes on Jan. 1. Some travelers may save by buying 1997 passes now; they are good for six months from date of purchase. Among the major changes: The five-day Europass will cover France, Germany, Italy, Spain and Switzerland; currently, travelers have to buy 11 days of travel to get all five countries.

In a sign of the growing popularity of travel to Eastern Europe, Rail Europe this month began offering a Balkan Flexipass for train travel in Bulgaria, Romania, Serbia, Turkey, Greece and Macedonia. The pass, available only in first class, allows unlimited travel for any five, 10 or 15 days within the same month. The price ranges from $152 to $317; lower-price passes are available for those under age 26. Also within Greece, there are two new Flexipasses.

Eurail is offering under-26 travelers a half-price ticket for train travel in Britain when they also buy a rail pass for Europe. The BritRail Classic Youth Pass or BritRail Youth Flexipass is half price until Dec. 31. But first a traveler must buy a Eurail Youthpass, Eurail Youth Flexipass or Europass Youth ticket.

"I was ready to go," said Sands, who lives in Los Angeles. But the Rail Europe website, www.raileurope.com, never offered him a chance to get the deal, he said.

Train travelers can zip from Helsinki, Finland, to St. Petersburg , Russia, in less than four hours, thanks to a new high-speed rail service . Finnish President Tarja Halonen and Russian Prime Minister Vladimir Putin last week inaugurated the new route, the first such link to cross the former Iron Curtain. RESERVING train tickets for travel within Europe has always presented a challenge. Not only are there numerous options on destinations, but the rules also vary from country to country and train system to train system. For example, you can book 120 days or more in advance on some trains; on most, it's only 60 days. It's one reason flexible options such as Eurail passes have been so popular with American tourists.

Starting Dec. 14, train travel time between Paris and Brussels will be slashed by 33 minutes, to one hour, 25 minutes. The reason is the opening of a 40-mile stretch of high-speed track in Belgium, said a Rail Europe spokeswoman. Trips from Paris to Amsterdam and to Cologne, Germany, also will get shorter. The Paris-Brussels trains will run every 30 minutes during rush hour. One-way fares will be $58 coach and $89 first class.

More travelers than ever are starting their old-fashioned train trips on the new-fangled Web. Not only do they find reliable current information about routes, destinations and fares, but they also can find bargains if they know where to look. About 28 million people visited Amtrak's site (www.amtrak.com) in fiscal 2003. Bookings on the site accounted for a quarter of all Amtrak revenue, an increase of more than 50% from 2002, said Dan Stessel, an Amtrak spokesman.
