Torrential rains hit the Hawaiian island of Kauai on Saturday, causing flash floods that killed four people and damaged dozens of homes, authorities said. Two people were listed as missing after fierce downpours that dumped more than 15 inches of rain in a 24-hour period. The flooding caused landslides and serious property damage, said Mayor JoAnn Yukimura, who declared the island a disaster area.

Tropical Depression Cosme is expected to bring heavy rains, blustery winds and high waves to Hawaii today as it passes south of the state. The National Weather Service said that a flash-flood watch for the Big Island would be in effect through Saturday afternoon, with 5 to 10 inches of rain expected. The highest amounts were predicted for east- and southeast-facing slopes.

High waves generated by Hurricane Ignacio hit the island of Hawaii Thursday as the remnants of Hurricane Bob brought heavy rain to North Carolina, Virginia and Washington, D.C. On Hawaii, secondary roads leading to beaches were ordered closed and residents and visitors were advised to stay away from the shore because of waves above 10 feet, said Hawaii County Civil Defense Administrator Harry Kim.

Torrential rain socked Hawaii's main island Thursday, and rescuers used a helicopter and boats to save six people from homes that were washed away by raging water. It was the second day of flooding on Oahu Island. Runoff from heavy rain flooded hundreds of homes on the island's northeast and north shores Wednesday. Thursday's rain was heaviest on the island's south side, where Honolulu is situated.

The weekend will bring a change in the weather and a chance of rain, forecaster Wilbur Shigehara says. The weather has been warm and sunny all week, but a storm that dumped most of its rain on Hawaii is headed this way, said Shigehara, meteorologist for the National Weather Service in San Diego. The storm is dying, but it may have enough rain clouds to cast a pall of clouds and early-morning drizzle over San Diego this weekend, he said.

AMERICANS should be cautious when visiting France and Italy because of demonstrations there, the U.S. State Department said. In a March 27 public announcement, it cited "ongoing security concerns" in Paris and other large French cities because of sometimes-violent protests against a new law affecting job contracts for young workers. Nationwide strikes in France last week also disrupted airline, train and bus service and closed the Eiffel Tower, the Associated Press reported.
