Hoechst Celanese, a manufacturer of chemical products, has signed a $10-million, 15-year lease for 100,000 square feet of space in Trammell Crow's new $70-million Rancho Pacifica Business Park in Rancho Dominguez. Starting June 1, the Western distribution center for Hoechst Celanese will occupy part of the 382,650-square-foot industrial building at 2323 E. Pacifica Place.

Heidelberg West Inc., a printing equipment dealer, has signed a 34-year ground lease valued at $9.1 million for 5.2 acres in the Dominguez Technology Centre, University Drive and Ferris Place, Rancho Dominguez. A 70,000-square-foot sales and service center to be built on the property is scheduled for occupancy next May. Kowalski, Harding & Associates, Carson, are the architects. The Seeley Co., brokers, Torrance, represented both Heidelberg and Carson Dominguez Properties, the landlord.

LACES won City Section championships in Division IV boys' and girls' basketball on Thursday night. The boys' team defeated top-seeded Rancho Dominguez, 49-37. Joseph Sledge scored 15 points for LACES, which fouled out 7-foot center William Brooks in the fourth quarter. Jaylin Bass had 11 points for Rancho Dominguez. In a move that prompted threats of retaliation at the polls, the City Council this week turned down a request to annex 800 acres in nearby Rancho Dominguez. Over the protests of a raucous crowd of 200 Rancho Dominguez residents, council members said they would not reconsider the 15-month-old annexation proposal until related tax issues are resolved. Officials in April shelved the matter, saying such a move would injure the city's position in property-tax disputes with Los Angeles County.

The effort of about 2,000 Rancho Dominguez residents to have their unincorporated community annexed by Carson has been blocked by city officials. The City Council this week decided in a 3-1 vote to shelve a property tax agreement that was necessary to complete the annexation, which Rancho Dominguez residents initiated eight months ago.

High security and exceptional transportation access will be principal features of Rancho Pacifica, a 70-acre mixed-use business park development scheduled for ground breaking Wednesday in Rancho Dominguez by the Trammell Crow Co. The $70-million, 1.4-million-square-foot project is planned to serve the space needs of the increasing number of firms importing goods into the Southland.

Garfield received 17 points and eight rebounds from Stevie Williams to upset No. 3-seeded Verdugo Hills, 66-59, in a City Section Division II quarterfinal playoff game on Wednesday. Garfield advances to play Granada Hills in the semifinals. Granada Hills defeated Bell, 53-20. Top-seeded Sylmar defeated Chatsworth, 67-50. Devenir Duruisseau scored 21 points. The Spartans will play Sun Valley Poly in the semifinals after the Parrots knocked off South Gate, 75-68. Sal Gonzalez scored 28 points and Cesar Reyes 15 for Poly.

Sinetta Farley takes a roller coaster ride down the streets of Compton, her dark blue Hyundai bumping along San Luis Street as deep potholes shake her car. Then, she hits a smooth patch of freshly paved asphalt. "Now we're in East Rancho Dominguez," says Farley, the self-proclaimed mayor of the unincorporated territory. "You can feel the difference. " For decades, East Rancho Dominguez has been trying to distance itself from its Compton neighbor. The community shed its East Compton moniker, then created a strong neighborhood association, headed by Farley, that provides a voice for the 15,000 residents.

 There were lots of first-round blowouts in the City Section Division I playoffs. Will the top seeds continue to rout the competition on their way to East Los Angeles College on Dec. 6? Friday's schedule: Birmingham (8-3) at Narbonne (9-2): Birmingham fell off the radar as a possible semifinalist team when it lost to Granada Hills in the West Valley League. The Patriots, on their best day, can cause problems with sophomore running back Sterling Salguero. But Narbonne has too many athletes and too many weapons.
