In a deal that paid for itself before the ink dried on the contract, a Costa Mesa commercial developer has acquired 153 acres in San Clemente's back country for $11 million--less than a third of what the property sold for in 1988. Rancho San Clemente Partners said it plans a $100-million retail and residential development, including as many as 300 homes.

A clearer picture of the final size of Rancho San Clemente will be drawn for the City Council tonight. Several years ago, the city set a ceiling of 2,931 homes for that area. But over the years, developers have built less than the maximum allowed, city planners said. As a result, the total number of homes will only reach about 2,500, they said. "The city has tried to encourage quality development" in Rancho San Clemente, city principal planner Bonnie McKenna said.

Discount retailing giant Wal-Mart Stores Inc. has acquired an 11-acre parcel in the Pacifica shopping center in San Clemente for a new store, the real estate broker in the deal said Thursday. Wal-Mart expects to open the 105,000-square-foot store early in 1999, said Cameron Crowner, a retail properties specialist with CB Richard Ellis in Los Angeles.

City officials plan to postpone tonight's City Council public hearing on the proposed Plaza Pacific project at Avenida Pico and Avenida La Pata. Rancho San Clemente Partners L.P., the partnership developing the 200-home project that also features retail stores, has asked the city for an extension to Nov. 5. The company recently hired a Newport Beach developer and needs time to prepare for the hearing. The firm seeks several amendments to the Rancho San Clemente Specific Plan.

Developers of a shopping center can scale back plans but must pay the city about $550,000 that would have been generated in sales tax over the next decade had the project been built as proposed in 1995. The City Council agreed last week to approve a change to its Rancho San Clemente Specific Plan, allowing developers to reduce the project's commercial space from 525,000 square feet to 423,000 square feet.
