Reporting from San Francisco, Orinda, Calif., and Antioch, Calif. -- As details continued to emerge about Jaycee Lee Dugard's alleged kidnapper, questions intensified Monday over how Phillip Garrido could have served only 11 years in prison after a 1976 rape and kidnapping for which he had been given a 50-year federal sentence as well as a life term in Nevada. Garrido was convicted of kidnapping in federal court for abducting Katherine Callaway in South Lake Tahoe on a November night nearly 33 years ago and driving her -- handcuffed and hogtied -- to Reno.

Phillip Garrido's kidnapping and rape of a young woman in 1976, as described in federal court documents, bore eerie similarities to his alleged abduction and captivity of 11-year-old Jaycee Lee Dugard. The trial transcript and court-ordered psychological evaluations reveal a deeply troubled man who craved violence for sexual satisfaction, meticulously planned the rape and was developing an obsessive interest in religion. And they show that Katherine Callaway, 25, may not have been his first victim.

As Phillip Garrido maneuvered the Ford Pinto toward the storage unit he had equipped as a hidden lair for raping women, he talked about his sexual fantasies, said Katherine Callaway, who was handcuffed and bound in the back seat. But that wasn't all. "He talked a lot about Jesus on our ride, telling me about how he was going to turn himself over to God next year because Jesus was the way," Callaway told police on a cold November morning in 1976 after Garrido raped her repeatedly over 5 1/2 hours.

The husband and wife accused of kidnapping Jaycee Lee Dugard 18 years ago, holding her captive and raping her will be held in jail until they stand trial in the next year or 18 months. El Dorado County Superior Court Judge Douglas Phimister ruled Monday that bail for Phillip Garrido, 58, should be set at $30 million. But because the convicted sex offender is also on a so-called hold for violating parole, there is no chance he would be set free on bail. In setting the high amount for Garrido's bail, Phimister said he considered "the protection of the public, the fact that Mr. Garrido was on parole at the time these events occurred allegedly, the seriousness of the charge and the fact that the court must consider the injuries to the victim."

A novel that had raised concerns because its teen protagonist deals with the aftermath of rape will be added to the core literature list for Temecula's high schools, trustees decided. But school board members also decided to review later this year parents' ability to opt out of lessons and readings that deal with sensitive subjects. The Temecula Valley Unified School District board voted 4 to 1 on Tuesday to add "Speak" by Laurie Halse Anderson to the list of books that may be taught in high school English classes.

Hawthorne police say a man arrested on suspicion of raping and beating an elderly woman last week may be responsible for other similar crimes. Gary Labon, 48, was arrested Friday after officers responded to a neighbor's call about "a female screaming outside" and found him on top of a 70-year-old woman in the 12900 block of Jefferson Avenue, authorities said. The woman was collecting recyclables about 3 a.m. when the suspect allegedly attacked her, said Lt. Michael Ishii. The victim, who was found unconscious, was sexually assaulted and badly beaten.

Twenty-six years ago, police discovered the partially nude body of 85-year-old Isabel Askew in a vineyard near Ontario International Airport. She had been reported missing from her Claremont apartment more than a week earlier. The cause of death could not be determined because of the condition of her body. But three years later, her daughter, Adrian Askew, was found strangled in the same West Bonita Avenue apartment where she had lived with her mother. The 56-year-old retired school crossing guard was found lying face-up with bedding pulled over her head and she had been sexually assaulted.

A 40-year-old man who spent more than five months in Los Angeles County jail accused of sexually assaulting a Santa Monica College student on campus was released Thursday after DNA tests threw the case into doubt. Chase Guy Reynolds, who was living in Topanga when he was arrested April 7, was charged after the 18-year-old student identified him as the man who attacked her near the restrooms in the college's library building. The woman told police that the assailant robbed her, licked her stomach and sexually assaulted her, according to court documents.

The sense of horror seems to be fading at Richmond High -- the Northern California school that made news around the world this week after a 15-year-old girl was gang-raped outside a campus homecoming dance while a crowd of students watched but did nothing to intervene. Local school board members in this East Bay city near Oakland want to promote safety measures -- fences, lights, security cameras -- on the drawing board for years, now about to be delivered. Richmond High students want outsiders to stop calling them animals and savages . "We feel like they're blaming the school," an angry senior complained at a school board meeting I attended Wednesday night.

Los Angeles County sheriff's officials Friday identified the man suspected of kidnapping and raping a 14-year-old girl as Jonathan Allen Gamond, 32. The victim was with another girl of the same age on the night of Jan. 23 in the 12000 block of Gradwell Street in Lakewood when Gamond got out of a sport utility vehicle and told them he was a police officer, sheriff's deputies said. Gamond knocked one of the girls down and forced the other into his car, then drove away, Sheriff's Lt. Al Garcia said.
