My interest in split unification, as a citizen and a parent, is accountability. Accountability to the parents of Redondo Beach and the community in Redondo Beach. Starting in 1959 and lasting for almost five years, the Los Angeles County Committee on School District Organization advocated unification of one united district encompassing the existing South Bay Union High School District and the three elementary school districts in Redondo, Hermosa and Manhattan. Elections were held in 1966 and 1972 and the voters overwhelmingly rejected the plan.

Administrators at Redondo Union High School were tired of students responding apathetically to warnings about drugs and alcohol. So they decided to tell them a lie--for their own good. Although no student has been arrested this year for drunk driving, administrators, with help from police and fire officials, brought all the seniors to a special assembly Wednesday and somberly informed them that two of their classmates had been in a drunk-driving accident the night before. One was dead.

Redondo Beach residents peppered school board members with questions at a hearing Tuesday night, asking how educational quality, local control and school assets would be affected by various proposals to merge the city's schools with one or more other districts. Parents at the Tuesday night hearing, perplexed by the complexities and pros and cons of unification, also asked members of the Redondo Beach school board to state their positions on the issue.
