Construction has begun on the installation of high-occupancy vehicle lanes on both sides of the Foothill Freeway (210) along an 18.7-mile stretch between Glendora and Pasadena. The $7.3-million project, aimed at improving traffic flow, is part of the state Department of Transportation's program to add high-occupancy lanes throughout Los Angeles County. Transportation officials say the lanes carry about 2 1/2 times the number of passengers as regular lanes. The work, by Chumo Construction Inc.

Re "Bill Would Aid Toll Lane Purchase," Aug. 13: The diagram accompanying the article provides an excellent description of this complex and costly expansion of the interchange between the San Diego and Costa Mesa freeways. The changes are needed to help reduce congestion caused by cars weaving in from carpool lanes. It should be pointed out that all this construction would not have been necessary if there were no carpool lanes. Carpool lanes were supposed to alleviate congestion by encouraging ridesharing.

I am a regular commuter on the Costa Mesa Freeway. I was also a car pooler before the car-pool lanes were constructed. I believe the lane should remain reserved for car poolers as an incentive to increase car pooling. Every car in that lane takes at least two out of the regular lanes, thus helping both the pooler and the solo driver. If more of us car-pooled we wouldn't need to raise taxes to pay for more freeways. LARKETTE LEIN Irvine

Once again Caltrans' efforts to ease the traffic flow in Orange County have been upheld, despite ongoing assaults by the staunch advocates of the "one-man, one-house" philosophy of the 19th Century. While endless letters condemn these efforts, we who approve them have been too silent, too ready to use the benefits without willingness to speak out in favor. It is time to do so. It is time to stand up and say Caltrans' efforts are working, not only in the commuter lanes but also in the lanes carrying that huge majority who cannot or will not share a ride with another.

I am a regular commuter on the Costa Mesa (55) Freeway, having the good fortune to commute northward from Irvine to Anaheim in the morning and southward back to Irvine in the evenings, thus avoiding the worst of the congestion. I was also a car-pooler before the car-pool lanes were constructed. I feel very vindicated, and not a little self-righteous, every time I am able to use the lane. I feel my effort towards reduction of pollution and congestion (not to mention my immediate out-of-pocket expense)

New car-pool lanes on Interstate 15 in North County have been so successful that state transportation officials are now considering expanding the system of computer-controlled message signs, pop-up tubes and crossing gates. "People should give car-pooling a strong consideration because it is the way to get out of the congestion problem," said Jim Larson, a spokesman for the California Department of Transportation. The $31.4-million project of automatically reversible lanes, from the junction of I-15 and California 163 to North City Parkway, is unique in the state, he said.

Some people are pretty good at being stuck in traffic. They gab on the phone, listen to music, chalk up the inconvenience as inevitable. Not I. Generally speaking, I sweat, curse and think miserable thoughts. And I'm on the road a lot, which has been known to sour my disposition. Once, I hired a day laborer to travel with me so I could use the carpool lanes and ease my burden. I still think there ought to be day laborer stations along the highway, because everybody wins, but for some reason the idea hasn't caught on. Last week, I went with a different option.

The westbound Express Lanes on the Riverside Freeway will be closed from midnight until 4 a.m. on Monday, Tuesday, Thursday and Saturday. Traffic will be shifted to the regular lanes of the freeway. The eastbound toll lanes will be unaffected. The lanes are being closed so Caltrans can demolish a median barrier and repair overhead signs. Despite the early hours of the repair work, some delays are expected between Green River Drive and Coal Canyon Road.

Dear Traffic Talk: There is an old saying that if you're not part of the solution, then you're part of the problem. With that in mind, those drivers who are carrying passengers but don't take advantage of the carpool lanes are the problem. It boggles my mind when I see a car full of people sitting in traffic rather than moving freely in the carpool lane. Do those people enjoy being surrounded by other cars? Some may say that they drive in the regular lanes only because they need to exit soon.
