Humana Inc. said it had settled a six-year dispute with representatives of more than 700,000 physicians over reimbursement and would make a $40-million payment. Louisville, Ky.-based Humana joins other health insurers such as Aetna Inc. and Cigna Corp. in settling with the doctors. The agreement still must be approved by a federal judge in Miami, Humana said.

Three city planning commissioners and any other city officials who attended the St. Regis Hotel's grand opening gala have less than two weeks to either pay back the full price of admission or make up the difference between that cost and the state gift limit. The California Fair Political Practices Commission said local officials have until Sept. 10 to make reimbursements. Until then, the city may not decide on a beach access issue related to the hotel.

In a blow to Robert K. Dornan's effort to return to Congress, the House Republican leadership has decided not to reimburse him or Rep. Loretta Sanchez (D-Garden Grove) for the cost of his challenge to her 1996 victory. The decision hurts Dornan's campaign, which used $464,000 to fight the outcome and now is almost out of money. He was counting on getting the funds back for his rematch against Sanchez in this fall's election.

The Los Angeles City Council voted Wednesday to require park rangers to reimburse the city for training costs if they leave their jobs within five years. "This is a very straightforward issue," said Councilman Mike Feuer, who proposed the ordinance in May. "It's a question of them taking unfair advantage of their taxpayer-financed training," Feuer said, alluding to rangers who have left their jobs soon after completing a five-month training program at Rio Hondo College.

Eastman Kodak Co. agreed Monday to reimburse at least 4.2 million owners of its obsolete instant cameras as part of a proposed $150-million settlement of a class-action lawsuit against the company. Under the settlement proposal, U.S. owners of the cameras would receive between $50 and $70 in cash and coupons. Kodak stopped selling instant cameras and instant film after a federal court in 1985 said the company had violated patents held by Polaroid Corp.

Federal officials have agreed to boost reimbursement for Stanford University's research costs despite a relationship that soured when the university was accused of overcharging the government, officials said. University President Gerhard Casper said the government has agreed to a provisional reimbursement rate of 60.3% of costs, up from 55.5%. "It's no reason to be jubilant, but it's progress," Casper said at a faculty meeting Thursday.

The questionable charges were uncovered in a review of 1990 home office expenses at the hospital system, which is based in Louisville, Ky.
