Groups organized on the basis of sexual preference would be banned from the state Republican Party under a resolution unanimously adopted here Sunday by the board of the California Republican Assembly, a conservative volunteer group. The proposed amendment to the party's bylaws, aimed at ousting homosexuals, is similar to one that failed to pass at the biennial state GOP conference last month.
