When Los Angeles Mayor Tom Bradley set out last month to fill a vacancy on the city Harbor Commission, the one thing many harbor-area residents asked was that the mayor appoint someone from San Pedro, someone they knew, to represent them on the powerful five-member panel. They didn't get their wish. At least not all of it.

Seven new commissioners--including six women--have been appointed to vacancies on 32 citizen commissions charged with developing programs and regulations for the city, Mayor Tom Bradley announced Tuesday. Another 34 commissioners were reappointed to oversee such departments as Water and Power, Transportation, and Recreation and Parks.

Regarding "Everyone Loves Capri" (May 31): The front page photo of Capri showed a nice picture of the island of Ischia in the background. I have toured the Napoli area on three occasions and have enjoyed the beauty of Capri. As exciting as Capri is, I have enjoyed Ischia equally as much. More Europeans seem to visit Ischia while more Americans tour Capri. Ischia is larger and has many quaint towns throughout the island. The wine from the town of Panza in Ischia is as good as any you will find in Italy.

ROOSEVELT HOTEL: Excluded poolside cabanas at the Hollywood Roosevelt Hotel from designation as Historic-Cultural Monuments. The council last month declared the Hollywood Boulevard hotel as a monument. Exclusion of the cabanas allows for their eventual demolition. * WETLANDS: Councilwoman Ruth Galanter called for opposition to federal legislation that would limit preservation of wetlands. Provisions of one proposed law would allow destruction of degraded wetlands without a permit.

The Los Angeles Community College District is composed of nine schools: East L.A. College, L.A. City College, Harbor College, Mission College, Pierce College, Southwest College, Trade-Tech College, Valley College and West L.A. College. They are governed by a common board of trustees whose seven elected members serve staggered terms. Elected at large, the trustees represent neither individual colleges nor neighborhoods within the district. Each is elected by the entire district.

The city's Harbor Department has scaled back a marketing trip to San Francisco and Honolulu after the controller's office raised questions about all five members of the Harbor Commission attending just five months before the end of their terms. "It looked like a boondoggle to me," said Controller Rick Tuttle. "It was a surplus of commissioners. I'm glad they decided to be reasonable."

Harbor-area educator Reynaldo Garay took his place Wednesday on Los Angeles' powerful Harbor Commission, surviving a bruising confirmation hearing that focused on his years of residency outside the city. Garay, 56, a longtime Rancho Palos Verdes resident, won appointment to the five-member commission on Tuesday when the City Council voted 12 to 0 to confirm his selection by Mayor Tom Bradley.
