Throughout recent Los Angeles history, mayors have hidden behind the commissioners they appoint to oversee the huge departments that run the city. Say, for example, the mayor wants a particular city agency to do something controversial. His commissioners get it done for him, while the mayor proclaims that the commissions act independently of him. And never should a system so free of politics be tampered with. Mayor Richard Riordan says he wouldn't have it any other way, too.

A Los Angeles City Council panel voted against a proposed Northridge preschool and day-care center Tuesday and supported an appeal by neighbors who fear the school will create traffic problems in the residential area. The council's Planning and Land Use Committee voted 2 to 1 to support the appeal of neighbors who want to halt a proposal by Fernando and Sherri Segre to convert a home on Devonshire Street to a preschool for 36 children. In what seems certain to be a year-end magazine marathon of editorial reflection on the waning '80s, Savvy Woman magazine has jumped the gun. The October issue--Savvy Woman's 10th anniversary publication--addresses the waning decade and lists the alleged highlights of the last 10 years. This calendar will confirm suspicions of those who predicted that we were in for a pretty dull decade way back when President Jimmy Carter ordered a boycott of the Olympics.
