Vice President Dick Cheney does not have to testify as an eyewitness in a civil lawsuit filed against Secret Service agents by a man who says he was wrongfully arrested for criticizing the vice president -- at least not yet, U.S. District Magistrate Judge Craig Shaffer ruled Tuesday.

No one can agree on what exactly happened the day a Colorado man spotted Dick Cheney strolling the streets of a ski resort town and decided to give the vice president a piece of his mind. Steve Howards, 55, says he walked up to Cheney and delivered his message -- "Your policies in Iraq are disgusting" -- then lightly touched the vice president's shoulder. The White House photographer says he saw Howards slap Cheney on the back.

Doctors administered an electrical shock to Vice President Dick Cheney's heart and restored it to a normal rhythm during a 2 1/2 hour hospital visit Monday. The procedure was described as a low-risk, standard practice. Cheney, 66, went home from George Washington University Hospital and was expected back at work today. Cheney, who has a history of heart problems, was discovered to have an irregular heartbeat around 7 a.m.

House Democrats on Tuesday beat back a Republican attempt to force them to vote on a divisive resolution to impeach Vice President Dick Cheney for "fabricating a threat of Iraqi weapons of mass destruction" to justify the war in Iraq. The 218-194 party-line vote waylaying the measure by sending it to the judiciary committee capped a remarkable afternoon in which Republicans tried to outfox Democrats, switching their votes in a strategy that could have triggered an immediate vote.

Vice President Dick Cheney, who has a history of heart problems, had surgery to replace an implanted device that monitors his heartbeat. Doctors at George Washington University Hospital replaced his battery-powered defibrillator. If the device were to sense an abnormal rhythm, it would deliver an electronic shock to reset Cheney's heart to a normal beat. "The device was successfully replaced without complication," said Megan McGinn, Cheney's deputy press secretary.

President Bush will undergo a routine colonoscopy today and Vice President Dick Cheney will hold the powers of the presidency during the roughly 2 1/2 hours Bush is under the effects of anesthesia, the White House said Friday. It will be the second time Bush has signed over to Cheney the responsibilities of acting president by invoking the 25th Amendment. The first time was five years ago, for the same procedure.
