A judge has struck down two Riverside laws aimed at controlling growth in rapidly developing hillside and farm areas, ruling that the city had no legally adequate General Plan when the measures passed. Superior Court Judge Victor Miceli noted that the city had not updated its General Plan--the overall blueprint for development--since 1969, long before the ballot measures were adopted in 1979 and 1987.

An anti-gay rights initiative in Riverside was barred from the ballot Thursday by the state Supreme Court in an action that could overturn similar measures already passed in other cities. The initiative, which was to have gone on the Riverside city ballot last November, would have repealed existing local anti-discrimination measures on homosexuality and AIDS.
