The City Council last week approved making the first payment on the Empty Saddle Drive, Spotted Pony Lane and Dillon Road street improvements. Council members voted 5 to 0 to pay All American Asphalt $184,000 toward the project, which began in January. Wet, saturated soil was uncovered during the reconstruction of Dillon Road and had to be removed; the extra work was not anticipated and cost the city an additional $1,700. The entire project will cost about $400,000.

With twin shimmering green towers thrusting 365 feet into the sky over Los Angeles Harbor, the Vincent Thomas Bridge is by far the tallest structure in the South Bay. Now that the destructive Northridge earthquake has focused renewed attention on elevated roadways, the busy bridge linking San Pedro to Terminal Island also looms large in the worries of motorists, engineers and legislators.

Without fanfare, the final link of the Antelope Valley Freeway damaged in last year's Northridge earthquake will reopen today, marking the official end of Caltrans quake repairs in the area. The northbound Sierra Highway off-ramp, a two-lane structure that leads off and then over the freeway, has been retrofitted and declared safe for traffic, according to California Department of Transportation officials.
