And, of course, there is the movement to split the state in half, so Southern California can be a government unto itself (and still one of the biggest in the nation). But Reseda resident Robert L. Bell, 32, has a different idea.

A federal appeals court rejected an equal-pay suit Wednesday by Marianne Stanley, former women's basketball coach at USC, saying the university was entitled to pay the men's coach more because he had more experience. The 2-1 ruling by the 9th U.S. Circuit Court of Appeals sidestepped the most hotly disputed issue in the case: whether the higher revenue, greater publicity and resulting increased pressure to win in a men's program justified a higher salary.

Marianne Stanley's legal battle to return as the USC women's basketball coach has reached the U.S. Supreme Court. And the outcome, expected this week, could affect last Thursday's hiring of Cheryl Miller as the new Trojan coach. A maze of legal maneuvers brought the case before the Supreme Court during the weekend, and Justice Sandra Day O'Connor is expected to decide today or Thursday whether to reinstate Stanley--thereby nullifying Miller's hiring.

Cheryl Miller, USC's career scoring and rebounding leader, has been offered the coaching job of the Trojans' women's basketball team, sources familiar with the hiring process told The Times. Negotiations with Miller, who could not be reached Wednesday night, are continuing, and the parties could fail to reach an agreement. USC is said to have backup candidates if Miller refuses the offer.

Cheryl Miller, seven years after leaving as the star of the women's basketball team, returned to USC Thursday as the Trojans' coach. Athletic Director Mike Garrett, as expected, named her to replace Marianne Stanley. Also hired and named associate head coach was Fred Williams, a Trojan assistant from 1984 to 1991. Miller, 29, was a four-time All-American at USC and the leading scorer on the gold-medal-winning 1984 U.S. Olympic team.
