As a homeowner living directly beneath the flight approach to Fullerton Municipal Airport, Roland Elder can empathize with his neighbors' concerns about aircraft passing low overhead. And as a veteran aviator with his own single-engine Beech Bonanza parked at the airport, Elder can also relate to the more than 500 private pilots who use the facility for business and pleasure.

A single-engine plane ran off the runway at Fullerton Airport and hit a fence Saturday afternoon, but no one was injured, officials said. Airport Director Roland Elder said the 3 p.m. incident occurred when the unidentified pilot, who was alone aboard the aircraft, apparently landed too quickly. "Just a little fender-bender," Elder said. The airport was closed for one hour as a precaution. The pilot was not identified.

Assistant City Engineer Don Hoppe has been appointed acting director of Fullerton Municipal Airport. Airport Director Roland Elder died last month. Hoppe, 42, will fill the vacancy until a permanent replacement is found, city officials said. Hoppe, of Placentia, has been employed by the city for 14 years. He was hired as an assistant civil engineer and promoted to associate civil engineer in 1983. In 1986 he became a senior civil engineer, and in 1992 he began serving as assistant city

Fullerton Municipal Airport will receive a $700,000 state loan to pay for the construction of sun shades and hangers at the facility. The loan will be repaid in three installments of $250,000 over a 12-year period at a 6.5% interest rate, said Airport Director Roland Elder. Elder said the first installment of the loan is expected to arrive in about five or six months. The loan will pay for the construction of 17 hangers and five sun shades. The City Council has approved a 3.9% fee increase for pilots using Fullerton Municipal Airport. The increase, which goes into effect July 1, will cover the general operating costs at the airport, including hangar space, field use, impounds, landing charges, reserved and visitor parking and auto parking, said Roland Elder, director of the airport. Elder said the fee hike, which is based on the consumer price index for March, will enable the airport to balance its budget.

A bronze memorial marker has been mounted at Fullerton Airport in honor of the facility's late director, Roland Elder. Elder, who died in March 1996, had been director of the airport since 1989. In 1993, Elder received a special citation from the national Aircraft Owners and Pilots Assn. for "excellence in public service and unwavering commitment." Five months after his death, he was honored as Airport Manager of the Year by the Southwest chapter of the American Assn. of Airport Executives.

The late William H. Walters, a leader in the city's aviation community, has been honored with a point on an air approach map. The point, an intersection in pilot jargon, officially has been named for Walters on widely distributed maps of the Fullerton airspace. "For us in the aviation community, this designation is really something special," said Fullerton Airport director Roland Elder. Walters, a retired chief scientist for Hughes Aircraft Co., died in 1994 at age 68.

A small plane landed just short of the runway at the Fullerton Municipal Airport on Saturday after it ran out of fuel, officials said. The pilot managed to set the single-engine Cessna 210 down in an empty lot about 1,000 yards from the runway, near the intersection of Moore Avenue and Burning Tree Road, airport officials said. Neither the pilot nor a second man aboard the plane was injured in the 6:45 p.m. incident.
