The failed Bank of Newport's founding president, who fled the state two years ago as regulators and creditors closed in on him, might be worse off now than he would have been had he remained in Orange County. Ronald Lee Rodgers, once a well-regarded Orange County banker, moved quickly to Florida after a Newport Beach lawyer told him that state law there would protect more of his property from creditors than laws in California and other states.
