President Reagan declared Friday that the United States' capture high over the Mediterranean of the hijackers of the cruise ship Achille Lauro had sent terrorists everywhere a message that "you can run, but you can't hide." Appearing somber in the wake of the country's most successful counterattack against terrorism, Reagan said that the bold steps taken to apprehend the four Palestinian extremists were welcome news to "all civilized peoples."
