A funeral Mass will be said Wednesday for Ruben Dario Padilla Colon y Magallanes, who died Sunday of cancer at his Mission Hills home. Padilla, who acted with John Wayne and was the first tourism director of Baja California, was 81. Padilla was born in Guadalajara on Feb. 16, 1910, the oldest of seven children. Much of Padilla's life centered on movie making and bullfighting. His father, Dario, was a friend of Mexican bullfighter Rodolfo Gaona, Padilla told The Times last year.

The idea was to kidnap John Wayne. "We were in Texas filming 'The Alamo.' One day at lunch I made the suggestion to a bunch of the Mexican extras working in the picture as Santa Anna's troops. I didn't tell them I was kidding. "I said, 'Look. Texas belonged to Mexico. It was literally stolen from us. What I'm going to propose to you is dangerous, so if you want to forget it, OK. . . .' " 'I can get live ammunition. . . .' At this point, everyone became very tense.

Promising a part of the American dream to first-time home buyers, City Councilman Richard Alarcon and housing developers broke ground Wednesday for a low-cost housing project. Construction of 28 two-story homes on 2 1/2 acres at the southwest corner of Tupper Street and Tobias Avenue will begin almost immediately, said Robert Vinson, who with partner Michael Mekeel proposed the development.

A leading civil rights organization sued the Los Angeles Police Department on Wednesday, alleging that a Latino officer was unfairly passed over for promotion in favor of less qualified white candidates. "The LAPD has shown consistent problems in promoting its Latino officers," said attorney Thomas A. Saenz of the Mexican American Legal Defense and Educational Fund, which sued on behalf of Lt. Patricio P. Hernandez--a 20-year LAPD veteran.

Success is nothing new to Harbor College baseball Coach Jim O'Brien, but the depth and talent on this year's team may be unprecedented. O'Brien said at the start of the season that this may be his best team in 15 years at the school. In that span, the Seahawks have won 10 conference championships and two state titles (1978 and 1984). "This is a very similar type of team (to the 1984 team), defensively and offensively," O'Brien said. "We have lots of versatility and play really well together."

Irma Padres has seen how quickly Mexican children can adapt to life in America, refusing to speak Spanish and resisting visits with grandparents across the border. She did not want that to happen to her three children when the family moved from Tijuana to this San Diego suburb four years ago. So every morning, Padres gets up at 5:30 to drive her children over the border -- to school in Tijuana.
