The operators of an existing General Motors dealership will spend an estimated $10 million to double its size, possibly tripling tax revenue for San Fernando, City Administrator John Ornelas said Thursday. Rydell Automotive Group, which operates four GM dealerships in the San Fernando Valley--one each in San Fernando and Van Nuys and two in Northridge--will begin the work immediately, GM spokesman Jim Price said.

Hoping to jump-start development in its downtown corridor, the city of San Fernando has signed an exclusive agreement with the Los Angeles-based Zelman Cos. to create a 12-acre shopping center anchored by a big-box retailer. The agreement gives the developer six months to craft a development proposal for the city, secure financing and identify major tenants for the development at Truman and Lazard streets, City Administrator John Ornelas said Monday.

After some early bumps in the road, a pilot program by General Motors Corp. to improve its fragmented and underperforming dealer network in the San Fernando Valley appears to be picking up steam. GM caused a stir among local dealers two years ago by moving to buy and consolidate Valley dealerships--a dramatic bid to boost a local market share that was well below its national average.

It was buzz, whoosh and crunch Thursday morning as workers turned the last of a row of sidewalk-cracking ficus trees on San Fernando Road into neat stacks of branches and firewood. Rows of shiny cars, vans and sport utility vehicles stood mute witness on the Rydell Automotive Group car lot between Chatsworth Drive and Wolfskill Street, where the trees met their fate. Not a protester was in sight.

Faced with spiraling costs from subsidizing auto leases to consumers, General Motors Corp. said it would reduce lease programs to save money and boost the value of used cars that return to the market. Auto makers frequently promise high residual values--the money vehicles are worth at the end of a lease--to help keep down monthly lease payments and make deals more attractive to buyers, and to help move slow-selling cars and trucks off dealer lots.

Aided by aggressive sales incentives, auto manufacturers reported better-than-expected sales in March, providing evidence that there is still strong consumer demand for cars and trucks despite the slowing U.S. economy. Overall auto sales declined 4.2% last month from March 2000, and first-quarter sales were down 5.8% from the same period last year. But the drop-off from 2000's torrid sales pace was smaller than analysts had predicted.

Detroit, which brings experimental "concept cars" every year to the Los Angeles Auto Show, is bringing another kind of experiment to the San Fernando Valley. This time it's a marketing concept that is drawing attention and, one auto maker hopes, more buyers. Driven by the need to raise its comparatively meager share of the Valley auto market, General Motors Corp. has been buying up dealerships and trying different approaches, such as no-haggle pricing.
