In a surprise move, the City Council this week preliminarily agreed to cancel funding for this year's Fourth of July celebration because of budget constraints and are also planning to eliminate one of two assistant city manager positions. The council, which has been grappling with a $2.5-million projected deficit in next year's budget, made those and other preliminary decisions during two days of lengthy special meetings.

Finance Director Dean Porter, who helped guide the city through increasingly difficult economic times, has announced his retirement, effective Jan. 8. "Dean has always been a source of dependability and has provided great stability to the department in his 12 years with the city," City Manager Michael W. Parness said. Mayor Truman Benedict said Porter's "presence, sense of duty and hard work will be missed by all."
