Seeking to speed up cable system improvements, the City Council has declined to sign a 10-year agreement with Century Communications. Council members said they were unhappy with the proposed agreement, which calls for an 18-month plan to upgrade the system to fiber optic technology and an expansion from 36 channels to 78. The council wants the upgrades completed in a year. Century had turned down a five-year contract with a six-month deadline on the upgrades, city officials said.
