The state Senate on Thursday approved legislation to create a new "super-agency" to coordinate the cleanup of polluted ground water in the San Gabriel Valley. The bill now goes to the Assembly for consideration. The bill's sponsor, Sen. Art Torres (D-Los Angeles), said his measure would give environmentalists and homeowners a voice in water policy in the San Gabriel Valley by establishing a 13-member public board with authority to regulate ground water pumping. The measure passed 22 to 6.
