In the latest of a series of retrenchments and restructuring, American Telephone & Telegraph decided to close its repair plant in San Leandro, a move that will cost the city an estimated $500,000 in sales tax revenue. Mayor David Karp said the plant's eventual closure represents a "tremendous loss" to the city. Jobs of 600 employees will be affected as operations are phased out gradually and the plant is closed by the end of 1990.
