Acting as the Community Redevelopment Agency, the City Council has approved an 11-year, $2.2-million subsidy plan to lure a large FHP project to Santa Ana. The council members voted 5-2 in favor of the plan to attract the health maintenance organization, which proponents said would create as many as 800 jobs. Council members Miguel A. Pulido Jr., Thomas E. Lutz, Robert L. Richardson, Tony Espinoza and Patricia McGuigan voted in favor of the plan; Lisa Mills and Ted R. Moreno opposed it.
