The project appeared simple enough. There were four traffic lights on U.S. 101 in Santa Barbara. The state wanted them removed. The city wanted them removed. So the state conducted a preliminary study. The year was 1954. But the city rejected the state's design for an elevated freeway through Santa Barbara. Then the state rejected the city's design for a depressed freeway.

A third, round-trip passenger train between Los Angeles and Santa Barbara will begin running today to help ease the city's post-quake congestion, the president of Amtrak announced. Thomas Downs said the nation's passenger train line also will help Metrolink meet the skyrocketing demand for commuter rail service to the Antelope Valley.

Calle Real does not look like a street that has made history. It is just an anonymous frontage road, choked by weeds, beside U.S. 101 on the outskirts of Santa Barbara. But crouch beside the right-turn lane near the bowling alley, study the asphalt, and you will see hundreds of tiny white flecks glistening in the sun--visible evidence that Calle Real was the first street in the country composed of ground-up toilets.

Bands played, politicians and transportation officials urged people to leave their automobiles behind and scores of travel agents were the honored guests Monday as more frequent train service began between Los Angeles and Santa Barbara. Caltrans and Amtrak used the occasion of the addition of a third daily train each way to express hope for a series of expansions that will bring intercity and commuter rail service throughout the Southland by 1995.
